Enables SMP support, similar to other R-Car Gen2 SoCs.

This is different from r8a7791.

Last time you replied:

but that's not correct: both r8a7791 and r8a7793 have 2 CA15 cores.

The number of cores doesn't matter:
  - CA7 registers are at 0xe6151000-0xe6151187 .
  - CA15 registers are at 0x6e152000-0xe6152187.

That is obviously correct, and as much as I try to reconstruct my
train of thought there, I can't come up with a reasonable
explanation...
