[v4,14/21] arm/gic-v3: Add ACPI boot support for GICv3

Like GICv2, ACPI on Xen hypervisor uses MADT table for proper GICv3
initialization. Parse GIC distributor subtable, redistributor subtable
and interrupt subtable.
