Drivers that use requeueing simply cannot use fences. I.e., it should be a WARN_ON_ONCE(), then continue with the original code. The only mainline driver that requeues is the cobalt PCI driver and it is OK to disable fences there. I maintain that one and I can take a look later whether I can replace the requeuing with something better.
