[v2,01/15] media: Move sp2mp functions to v4l2-common

Move sp2mp functions from vivid code to v4l2-common as it will be reused
by vimc driver for multiplanar support.

Just a detail (not a big deal):
I would re-order this patch to be just before patch "media: vimc: cap:
Add handler for singleplanar fmt ioctls", as it is only required there,
so it is easier to see why this modification was needed.

I would re-word this a bit:

* Function type used by v4l2_fmt_sp2mp(). Please, see v4l2_fmt_sp2mp for
* more details.

And in the docs of function v4l2_fmt_sp2mp() you can explain better how
it is used.
