[v19,0/4] Add NVIDIA Tegra GPC-DMA driver

Add support for NVIDIA Tegra general purpose DMA driver for
Tegra186 and Tegra194 platform.

v18 -> v19:
  * Use function pointer to call pause/stop_client() in terminate_all()
  * Remove unused arg in program_sid()
