Add tx offload functions for wx_xmit_frame_ring which
includes wx_encode_tx_desc_ptype, wx_tso and wx_tx_csum.
which supports ngbe and txgbe to implement tx offload
function.

dptype.ptype is only used in this patch, and dptype.ptype == ptype,
so wx_decode_ptype() does not seems needed yet? if not needed, just
remove it and add it when needed, same for the related macro.

Same for other macro and functions that are related to rx, such
as wx_lro_hdr, as this patch is adding only tx offload as the title
suggested.
