[v2] fbdev: Add Renesas vdc4 framebuffer driver

The vdc4 display hardware is found on the sh7269 device.

No, I sent a couple of emails to try to get some response but nothing. I 
suspect that it was my fault in that I only realised somewhat later that I 
wasn't signed up to the fbdev ml.
