Return EOPNOTSUPP for KVM_TRACE_ENABLE/PAUSE/DISABLE ioctls.

I dropped this patch, breaks the powerpc build.  I guess it should be 
simple to convert powerpc?

We could probably remove arch/powerpc/kvm/timing.h.  I'd also like to 
kill kvm_stat (and implement it on top of markers), but I'd like some 
hack so it can work on older kernels.
