[v4] clk: shmobile: Add R8A7740-specific clock support

Driver for the R8A7740's clocks that are too specific to be supported by a
generic driver.

- removed excess element in struct initializer
- use of_clk_get_parent_name() instead of hardcoding extal2
- fixed wrong parent index for extalr
- reformatted register addresses

This looks good enough to me. However, as I've mentioned before, I think the 
bindings should be marked as experimental until we integrate MSTP clocks 
support (and see how we could fix the overlapping reg ranges issue) and add 
support for at least some of the remaining clocks.

If that's not an issue, provided we mark the bindings experimental,

I'm always happy to not commit to ABI stability for DT bindings ;-)
