[v2,1/2] iio: light: Add support for vishay vcnl4035

Add support for VCNL4035, which is capable of Ambient light
sensing (ALS) and proximity function. This patch adds support
only for ALS function

comments below

a lot of effort is in getting a timestamp; is it worth it for ALS 
measurement? also the implementation is quite involved, what is the idea?

Initial idea was to include proximity function together with ALS and
hence the complexity.

Yes, timestamp is not required considering only ALS data. I have removed

Device parameters are proportional, so lock it introduced to protect
across scaling factor, integration time, so that raw read and INT read
process it with correct/new integration time and scaling factor.
