Introduce new user land API LL_LEASE_LAYOUT_MERGE which allows
direct control of the bias. Remove special MERGE_LAYOUTS_CLOSE.
Instead always use SWAP_LAYOUTS_CLOSE which simplifies the code
handling the layout swap on file close.
