Implement main ITS commands. The code is largely inherited from
the ITS driver.

Did you trying compiling arm (as opposed to arm64)? I see this file and
the other ITS files are added to arm/Makefile.common, but I'd expect this
to be a problem here, since it's UL instead of ULL.
