parisc: add kernel auditing feature (v2)

Add kernel auditing feature for parisc.

Changes to v1:
	- ptrace.h: added regs_return_value() function
	- init/Kconfig: enable CONFIG_AUDITSYSCALL for parisc
	  architecture in Kconfig
