[RESEND,RFT] mmc: sdhci-of-arasan: Add command queue support

Just for folks who are interested in testing CQE using RK3399
platforms. And This patch depends on the unmerged CQE support
for mmc core which could be found here:

manually amend the patch a bit after it's generated.
