[RFC,v3,4/5] Bluetooth: Handle LE devices during suspend

Abhishek Pandit-Subedi Feb. 25, 2020, midnight UTC
To handle LE devices, we must first disable passive scanning and
disconnect all connected devices. Once that is complete, we update the
whitelist and re-enable scanning
