[v5,12/24] amdkfd: Add queue module

The queue module enables allocating and initializing queues uniformly.

v3: Removed typedef and redundant memset call. Broke long pr_debug print to one
liners and Added documentation.

v5: Move amdkfd from drm/radeon/ to drm/amd/
