[03/12] drm/i915/psr: Unify panel replay enable sink

Panel replay enable for a sink is currently done in
intel_ddi.c:intel_ddi_pre_enable_dp. Move it to intel_psr_enable_sink to
unify psr/panel replay paths. Also enable some additional hpd interrupts
for panel replay.
