CMA: generalize CMA reserved area management functionality (fixup)

MAX_CMA_AREAS is used by other subsystems (i.e. arch/arm/mm/dma-mapping.c),
so we need to provide correct definition even if CMA is disabled.
This patch fixes this issue.
