The MSR 0xCF itself is enumerated by CPUID.(EAX=0x7,ECX=0):EDX[30]. When this bit is 1, the MSR 0xCF exists. Detailed information for the CPUID bit and the MSR can be found in the latest Intel Architecture Instruction Set Extensions and Future Features Programming Reference.
