Inhibit SVM's AVIC if multiple vCPUs are aliased to the same logical ID. Architecturally, all CPUs whose logical ID matches the MDA are supposed to receive the interrupt; overwriting existing entries in AVIC's logical=>physical map can result in missed IPIs.
