[03/30] ACPI: IORT: Make a iort_iommu_for_each_id()

Similar to of_iommu_for_each_id() this parses the IORT ACPI description
and invokes a function over each entry in the table.

Have iort_iommu_configure_id() use the new function to call
iort_iommu_xlate().
