Could you drop _FLAG suffix? Looking (briefly) into the spec they not
specify `tier flag` but just `tier`.

Just to confirm: all these new controls all refer to settings that are part of the
HEVC standard, right? I.e. none of them are specific to the MFC implementation.

I believe I asked this before for older versions of this series, but it's been
