If you look at this patch's summary: 651 files changed, 651 insertions(+) And on the patch contents itself, it is just adding a SPDX header. It doesn't remove any text from the license. On Dhaval's patch, it is not only adding SPDX header. It is also removing the legal text from it: enough time to review and approve such change.
