Both PREEMPT and PREEMPT_RT require the same functionality which today depends on CONFIG_PREEMPT. Switch the Kconfig dependency, entry code and preemption handling over to use CONFIG_PREEMPTION. Add PREEMPT_RT output in show_stack().
