GPIO: SAMSUNG: Consolidate GPIO library for SAMSUNG SoC

This patch consolidates duplicate GPIO library for SAMSUNG SoC
to control GPIO on the whole SAMSUNG SoC(S3C series, S5P series)
through consolidated GPIO library file.
