[0/3] arm64: dts: qcom: x1e80100: fix missing PCIe PHY clocks

Add the missing clkref enable and pipediv2 clocks to the x1e80100 PCIe
PHYs as needed for functional PCIe (e.g. without relying on boot
firmware to have left these on).
