[RFC,16/17] net: ipa: Add hw config describing IPA v2.x hardware

This commit adds the config for IPA v2.0, v2.5, v2.6L. IPA v2.5 is found
on msm8996. IPA v2.6L hardware is found on following SoCs: msm8920,
msm8940, msm8952, msm8953, msm8956, msm8976, sdm630, sdm660. No
SoC-specific configuration in ipa driver is required.

I will not look at this in great detail right now.  It looks
good to me, but I didn't notice where "channel_name" got
defined.  I'm not sure what the BCR value represents either.

I probably messed up while splitting the commits, it should be easy
enough to fix. As for the BCR, it was simple `#define`d in
downstream, with no comments, leaving us clueless as to what the magic
number means :(
