[v2,3/5] block: Serialize queue freezing and blk_pre_runtime_suspend()

Serialize these operations because the next patch will add code into
blk_pre_runtime_suspend() that should not run concurrently with queue
freezing nor unfreezing.

The lock which wait_event_interruptible_locked want to hold is the wq.lock.
Please refer to comment of wait_event_interruptible_locked

 * It must be called with wq.lock being held.  This spinlock is
 * unlocked while sleeping but @condition testing is done while lock
 * is held and when this macro exits the lock is held.

The above code is indeed wrong. This is what I think it should be changed
