Use an STM32 access controller to filter the registration of clocks.
If a clock is used by the security world, then it must not registered.

  Depends on the stm32_firewall framework (merged since next-20240419 tag)
  - replace linux/of_address.h include by linux/io.h
  - manage the case if the property 'access-controllers' is not present
    (allow registering of all clocks).
