Current Linux has of_clk_get(), but doesn't have devm_of_clk_get().
This patch adds it.

No need for this to be within the ifdef.

and so no need for this either.  In any case, this will cause !OF ||
!COMMON_CLK builds to fail because this definition will conflict with
that in clk-devres.c
