Move code that gets the CS Fabric ID into a separate helper function. This will be expanded for future DF versions. The bitfield used for this value may be larger than the 8 bits currently used. So make it a u16 type which is large enough to hold all known sizes of this bitfield across DF versions. Also, call this function early as future DF versions may need the value early.
