[10/10] generic/575: test 1K Merkle tree block size

In addition to 4K, test 1K Merkle tree blocks.  Also always run this
test, regardless of FSV_BLOCK_SIZE, but allow skipping tests of
parameters that are unsupported, unless they are the default.
