[2/9] Introduce atomic_dec_and_wake_up_var().

There is a common pattern of atomic_dec_and_test() being followed by
wake_up_var().

So provide atomic_dec_and_wake_up_var() to do both.

A future patch will change the default barrier used by wake_up_var().
Doing this first will reduce the size of that patch.
