We can reduce boilerplate code by using
devm_regulator_get_enable_read_voltage().

* rename to devm_regulator_get_enable_read_voltage()
* add local variable tsiref_uv instead of using err
* restored error message via dev_err_probe()
* shortened pdev->dev to dev in lines we are touching anyway
