[v3,13/17] Input: introduce EVIOCFF(TAKE|RELEASE)CONTROL

Add new ioctls which can be used for simple haptic force feedback effects.
Once the control is taken over the effect the kernel does not generate it
on its own (EVIOCFFTAKECONTROL).
To revert this action use EVIOCFFRELEASECONTROL.
