v4l2-subdev: ADV7343 video encoder driver

Analog Devices ADV7343 video encoder driver

Add ADV7343 I2C based video encoder driver. This follows the v4l2-subdev
framework.This driver has been tested on TI DM646x EVM. It has been tested for
Composite and Component outputs.

Please move these into adv7343_state. As far as I can tell these are purely
state variables and having these as statics prevents multiple instances of
this driver.

standards_info should either be const or moved to the state struct. Or split
into a const and a state part (probably the best course of action).

And is there a reason that there is no SECAM support?

I can't help thinking that the config->output array is more of a
hindrance than a help. Isn't it much more understandable if you just do an
'old-fashioned' thing like:

It's also easier to comment the code in that case. I.e.: 'set Fsc to X MHz'.
