[7/8] mtd: rawnand: mtk: Introduce mtk_ecc_get_strength_num(), mtk_ecc_get_strength()

Introduce mtk_ecc_get_strength_num(), mtk_ecc_get_strength() functions,
and prepare to support struct nand_ecc_caps.
