Enlarge the plane number to support more complex case
and add the support for fmt change case.

Dear Hans,

Thanks for your comments.
1: About "resolutin -> resolution" and comment, I will fix them in V2.
2: Reserved field: 
   a: Make sure struct vdec_pic_info is 64 bit align so we will not case
32bit or 64bit system.
   b: This struct will be used in micro chip, memcpy some data.
