[v2,9/9] memory: clean up hotplug memory callback priority

Series mm: Use hotplug_memory_notifier() instead of register_hotmemory_notifier() | expand

The priority of hotplug memory callback is defined in different file.
And there are some caller using number directly. Collect them together
into include/linux/memory.h for easy reading.
