[2,3/9] PCI hotplug: rename acpi_get_hp_params_from_firmware() to acpi_get_hp_params()

This patch renames acpi_get_hp_params_from_firmware() to
acpi_get_hp_params() (of course the parameters are from
firmware; where else would ACPI get them?), makes it take a
pci_dev rather than a pci_bus, and makes it return a standard
int errno rather than acpi_status.
