The pcie-kirin PCIe driver contains internally a PHY interface for a Kirin 960. As we'll be adding support also for Kirin 970 PHY, we need to first split the PHY into a separate driver. So, add a new driver with just the PHY part of drivers/pci/controller/dwc/pcie-kirin.c.
