This is to support systems where exposed cpu performance controls are more fine-grained that the platform's ability to scale cpus independently. In this V2 posting of the proposed dt-binding to support this, I have included an outline of how this information can be stored and passed onto relevant OSPM frameworks. Please see each patch for detailed information.
