cpufreq: OMAP: remove loops_per_jiffy recalculate for smp

With ARM smp common code recalculating loops_per_jiffy in a cpufreq
transiton notifier call, the loops_per_jiffy recalculate in omap-cpufreq
driver becomes redundant.  Remove it.
