[-next] pinctrl: samsung: Fix return value check in samsung_pinctrl_get_soc_data()

In case of error, the function devm_ioremap() returns NULL pointer
not ERR_PTR(). The IS_ERR() test in the return value check should
be replaced with NULL test.

I'd rather replace devm_ioremap() (and explicit resource struct
dereferencing, without any checks by the way), with
devm_ioremap_resource() (which actually returns ERR_PTR()s, so no need
to change the condition with it).
