ipr: Remove SATA support

Linux SATA support in ipr has always been limited to SATA DVDs. The last
systems that had the option of including a SATA DVD was Power 8,
which have been withdrawn for sometime now, so this support can
be removed.

Awesome ! Thanks for doing this. This will allow some major cleanup in libata EH
code !

This would only be used by libsas now - maybe we should relocate it 
there (from libata), but prob better not.

Given that with this patch, all ATA drivers will use ->error_handler, there are
lots of cleanups we can do. Let's work on that once this patch is queued !

I couldn't correlate those build bot warnings to the code changes.  I
put the patch in staging to see what will get reported there.

I was working on a v2 with fixes for the build bot complaints.
One was a complaint about an used variable that is only unused when
a compile option is turned off, but the reset were valid unused variables
that can be cleaned up. 

Since you've pulled this in, should I just send a new patch on top
for just these minor build bot fixes?

v1 is still in staging so a complete v2 is fine. You can also do an
incremental patch and I'll just fold it into the original commit. Either
way is fine.
