Add a basic driver for the Renesas EMEV2 SoC. Based on the driver from
the BSP which was first worked on by Ian, and made ready for upstream by
me.

* check msg flags not HW registers for read mode
* use physical address for info printing
* rename label to exit on error
* use variable not its type in sizeof

I removed the address printout entirely. It is part of the dev_*
printout already and I got a format warning from buildbot.
