Let's move the PHYLINK PCS operations implementation to the stmmac_pcs.c file. No semantics has changed. The same functionality has been re-implemented in stammac_pcs.c by using the generic link status register macros and the phylink_pcs_ops instance has been populated with the new callbacks.
