[OPW,kernel] staging: rtl8192u: Deleted duplicate function declarations and extern keyword

In this patch, I delete the duplicate function declarations in
r8192U_dm.c.

These function declarations are defined in r8192U_dm.h.

Also, I deleted the 'extern' keyword of these function definitions.

With this changes, I fix the following sparse warnings:
