[RFC,3/8] vfio: ccw: basic implementation for vfio_ccw driver

Add a basic vfio_ccw driver, which depends on the VFIO No-IOMMU
support.

Add a new config option:
  Device Drivers
  --> VFIO Non-Privileged userspace driver framework
    --> VFIO No-IOMMU support
      --> VFIO support for ccw devices
