[v4,13/21] target/loongarch: Add floating point move instruction translation

This patch implement floationg point move instruction translation.

This includes:
- FMOV.{S/D}
- FSEL
- MOVGR2FR.{W/D}, MOVGR2FRH.W
- MOVFR2GR.{S/D}, MOVFRH2GR.S
- MOVGR2FCSR, MOVFCSR2GR
- MOVFR2CF, MOVCF2FR
- MOVGR2CF, MOVCF2GR

Maybe clearer as gen_f2f, to match the others?

t0 is unused.
Use sextract_tl, or sari_tl...

Hmm.  The spec says only the low 32-bits are modified?  But is also says that if the 
source is not in the single-precision format the result is uncertain?

I'm not sure how to reconcile these two statements.

Ideally the language would allow the result to be nanboxed...
